hypr: disable dynamic-cursors plugin (cursor disappearing)

Browse Source 
The dynamic-cursors plugin replaces cursor rendering via lockSoftwareAll
for its tilt/shake effects, which intermittently makes the cursor vanish
(confirmed by unloading the plugin live). Disable until upstream fixes it.
