Disable editorconfig because of gpg coding issues

When editorconfig mode is enabled, saving a gpg encoded file ALWAYS
results in a prompt for which encoding type to use. I'm not 100% sure
why this happens.

I had to disable this mode because something that it does messes with coding settings and makes it so that I have to select the appropriate encoding every time I save gpg encrypted files.
