Documents the plan to:
- Move container builds from colonelpanic-org-agenda-api to dotfiles
- Consolidate fly.io deployment into dotfiles/org-agenda-api/
- Add cachix substituter for faster builds
- Keep custom-config.el for container-specific glue only
